HBS Consulting, Inc. was founded by Helene Shear Noyola in 1996 with the mission of building and enhancing assets for housing, health and human service organizations.  A licensed social worker in the state of Minnesota, with a background in both direct level case management and administrative and operational management, Helene offers clients a multi-leveled perspective. In a range of roles, Helene has worked on projects for populations with a diversity of concerns (individuals and families in supportive housing, assisted living communities, supportive housing agencies, refugees, the elderly,  people with special needs) and offers full-scale, holistic insight on key issues affecting human and social service providers, individually and systemically.

 

Housing

An expert on the subject of housing, who has done extensive work on designing, self-sufficiency programs, assisted living and elder care programs and models, and helping property management companies address lease compliance, fair housing, tenant relations and quality assurance concerns. Helene has worked with HUD funded housing programs providing  training and technical writing on a variety of topics, including fair housing, tenant management, lease compliance, quality assurance, community building, governmental relations and housing programs at the county, state and federal level.

 

Real Estate

Helene is a licensed realtor, Helene has worked with helping individual and investors buy and sell homes, managed multi- family properties, and assisting Home Ownership Associations. As an inter-agency liaison, she has partnered with an array of government organizations (county, state and federal) and housing interests (investors, landlords, tenants) on issues of housing compliance and quality assurance, as well as budgeting, grants management, contracts and negotiations.  To search for a home please go to www.helenenoyola.com

 

Health and Human Services

An administrator with a Masters in Health and Human Services Administration, Helene is also experienced in agency operations and organizational development.  As an organizational development consultant, she has worked with agencies systems improvement programs, strategic planning, capacity building and board development.  She has created and implemented service delivery programs, evaluated program processes for efficiency, written and managed grants, and advised on strategic planning, board development and capacity building.  As an administrator, she has designed programs for health and human services agencies, attending to a diverse aspects of program delivery, including staff training, budgeting, service coordination, public relations materials, and interview and survey tool creation.
